Structural Guide · San Francisco
By Solid Bay Construction SF | Updated 2026
Most of San Francisco's housing was built before 1980, when asbestos was routinely used in insulation, floor tile, popcorn ceilings, and duct wrap. Finding it isn't unusual — and it isn't a crisis, as long as it's identified and handled correctly before demolition starts.
The Bay Area Air Quality Management District (BAAQMD) requires an asbestos survey before most demolition or renovation permits are issued for buildings constructed before 1980 — this is standard practice on nearly every older SF remodel, not an exception. Your contractor or permit expeditor typically arranges the survey as part of pre-construction.
| Scope | Typical Cost |
|---|---|
| Testing / survey | $400–$900 |
| Localized removal (floor tile, small area) | $2,000–$6,000 |
| Whole-house abatement (attic, multiple rooms) | $8,000–$25,000+ |
Cost depends on the material type, how much needs to be removed, and whether it can be safely encapsulated rather than removed entirely — encapsulation is sometimes an option for materials in good condition that won't be disturbed.
Abatement happens before demolition, performed by a licensed abatement contractor (a separate license from general contracting) working under BAAQMD notification requirements. A straightforward abatement adds roughly 1–3 weeks to a project schedule — longer if the survey reveals more extensive material than expected. Building this into your timeline upfront avoids a surprise delay once demo starts.
